I think the multiple shades of blue and the dark background were used to make this picture seem very sad and lonely. Despite the dark colors that make this picture seem sad, I think the photographer purposely made the colors around the face brighter as a balance between light and dark colors. By doing so the picture isn't only seen as sad and lonely but can also be seen as calm and serene.
